S. 2403 / H.R. 5169 Retire Through Ownership Act

Creates an ERISA safe harbor letting ESOP fiduciaries rely on an independent appraiser's valuation — resolving the Department of Labor litigation fear that has chilled ESOP formation.

S. 1727 / H.R. 9792 Employee Ownership Fairness Act

Excludes ESOP stock contributions from the annual caps that otherwise apply to defined-contribution retirement plans, so participants can also fully use a 401(k) alongside their ESOP.

The ask: stalled in the Senate HELP Committee — never got a floor vote. The House version (H.R. 9792) was just introduced and needs cosponsors. This is the one bill where contacting your senator is actually useful right now — ask them to push it out of committee. Separately, ask your representative to cosponsor H.R. 9792.

Why calling comes first

When your zip resolves, each bill shows a "Call" button before anything else — that's deliberate. Personalized calls and messages measurably outperform generic form campaigns; identical mass emails are largely ignored by congressional staff. The "copy a message" option is there too, but it's meant as a starting draft to personalize, not something to send as-is.
